      To amend ti United States Code, to provide assistance to caregivers of veterans, to improve the provision of health care to veterans, and for other purposes. 1. Short title; table of contents (a) Short title. This Act may be cited as the Caregivers and Veterans Omnibus Health Services Act of (b) Table of contents. The Veteran Access to Care Act of is a bill that would allow United States veterans to receive their healthcare from non-VA facilities under certain conditions. The bill is a response to the Veterans Health Administration scandal of , in which it was discovered that there was systematic lying about the wait times veterans experienced waiting to be seen by doctors.

      The Caregivers and Veterans Omnibus Health Services Act program requires that the VA designates one family member as the primary personal care provider, with approval from the injured veteran. The VA will monitor the mental and physical health of the receiver of personal care, to assure that adequate personal care is being received by the veteran. Establishing a partnership between the Department of Veterans Affairs and the Centers for Medicare and Medicaid Services of the Department of Health and Human Services to coordinate care for veterans in rural areas at critical access hospitals (as designated or certified under section of the Social Security Act (42 U.S.C. i–4)).
